l ENCLOSURE 1 NOTICE OF VIOLATION Tennessee Valley Authority Docket Nos. 50-327, 50-328 Sequoyah Nuclear Plant License Nos. DPR-77, DPR-79 During the Nuclear Regulatory Commission (NRC) inspection conducted on September 1-4, 1987, a violation of NRC requirements was identified.

The violation involved failure to conduct a required monthly communications test.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the violation is listed below:

10 CFR 50.54tq) requires a nuclear power reactor licensee to follow and maintain in effect emergency plans which meet the requirements of Appendix E to 10 CFR Part 50 and the planning standards of 10 CFR 50.47(b).

The licensee's Radiological Emergency Plan states, in Section 6.0, that " communications facilities... are tested monthly in accordance with established procedures."

(This provision addresses the requirement in Section IV.E.9.d of Appendix E for monthly testing by the licensee of communication links with the NRC.)

Contrary to the above, one of the " established procedures" (Preventive Maintenance Procedure PM 0633-244, " Technical Support Center Phones") for testing communications systems was not performed for 3 consecutive months (August-0ctober 1986), according to the licensee's records.

This is a Severity Level V violation (Supplement VIII).

Since appropriate action was implemented by the licensee and reviewed by the NRC during the inspection, a response, pursuant to the provisions of 10 CFR 2.201, by the Tennessee Valley Authority to this Notice is not required.
