Dear Sirs:

We, the County Commissioners of Charles County, Maryland, would like to voice our concerns, as well as the concerns of our citizens, over the apparent change in the usual highly efficient operation of the Calvert Cliffs Nuclear Plant.

The December 21st News Release from Baltimore Gas & Electric (BG&E) and the huge fine levied by the Nuclear Regulatory Commission certainly raises serious questions with regard to the operation of the plant and points out the need for immediate improvements in plant operations. Since Charles County is adjacent to Calvert County, we are very concerned over the operating companies fall from being listed as a model operator to one that must be closely monitored due to declining performance.

e We urge the Nuclear Regulatory Commission continue to monitor nuclear plant operations at the Calvert Cliffs Plant to assure continued improvements as implemented by BG&E, at the Plant. We further request that when problems are identified by the Nuclear Regulatory Commission that official notice should be I provided to local government officials in the counties which are affected either by being in the " Plume" or " Ingestion" zones.
