Nuclear Regulatory Commission (the Commission) is considering issuance of amendments to facility Operating License'Nos. NPP 10 and NPF-15 issued to Southern California Edison Company (SCE), San Diego, Gat and Electric Company, the City of Riverside, California and the City of Anaheim, CalifornM (the licensees), for operation of On Onofre Nuclear Generating Station, Units 1

operable, periodic surveillance tests to verify operability, and action to be-taken if the minimum operability requirements are not met. The operability of the reactor. protective and ESFAS instrumentation and bypasses eusures that
- 1) associated ESTA5 action and/or reactor trip will be initiated when the i
parameter monitored bv each channel or combination thereof reaches its setpoint, a

- 2) the specified coincidence logic is ' maintained, 3) sufficient redundancy is maintained to permit a channel to be out of service fcr testing or maintenance, and 4). sufficient system functional capability is available frora diverse parameters.
One of the functional units covered by TS 3/4.3.1 is the Plant Protection l
System (PPS). The PPS provides automatic response to anticipated operational occurrences and postulated accidents by continuously monitoring various process parameters and initiating protective artion if any parameter exceeds the
'setpoint values, All PPS monitored parameters are associated with the Reactor l
l Protective System (RPS) and/or the ESFAS. The RPS protects thc reactor core and Reactor Cooltat System by initiating a reactor shutdown 1f measured paramet6rs exceed the setpoint values. The ESFAS is designed for accident response.
If an ESFAS parameter exceeds the allowable s'etpoint value, one or more ESFAS. functions l
actuate responses intended to limit equipment damage and to mi',igate the con-sequences of postulated accidents. Each parameter is monitored on four i
independent, isolated channels, designated "A" through "D."
The same parametet-must signal an unsafe condition on any two of these 'four channeis before the PPS initiates protective action.
The PPS has bypass circuits that disable system trips for the purpose of start-up, shutdown, or testing and mintenance.
Bypasses are catalog.ued as either PPS trip channel bypasses or operational bypasses.

bypass logic allows manual bypass of one (and only one) channel at any given
' i time. Operational bypassa are either automatic, manual, or a combination of the two, and may involve bypass of the selected parameters (s) on more than

on of the two channel. Two of the surveillance requirements, 4.3.1.2 (for RPS f
instrumentation) and 4.3.2.2 (for.ESFAS instrumentation), require that the 1
total bypass function be demonstrated op.rable at leost once per 18 months during channel calibration testing of sach channel effected by bypass f
operation. The proposed amendments vould revise these surveillance intervals from at least once per 18 months to at least once per refueling interval.
Before issuance of the prnposed license smendments, the Cenni;sion will

have made findings rec,uired by the Atomic Energy Act of 1954, as emended (the Act) and the Commission's regulations.
By March 27., 1989 the licensees may file a request for a hearing with respect to issuance of the amendments to the sut, ject facility operating lir.enses, and any person whose interest may be affected by this proceeding and who wisnes to participate as a party in the proceeding must file a written i
request for hearing anti petition for leave to intervene. Requests for a hearing and petitions for leave to intervene shall be filed in recordance With
' the Commissi g s " Rules of Practice for Domestic Licensing Proceedings" in 10 l
CFR Part 2.
If a request for a hearing or petition for leave to intervene is

filed by the above date, the Connission or an Atomic Safety end Licensing Board Panel designated by the Commission or by the Chairman of the Atomic Safety and Licensing Board Panel will rule on the repest and/or petition, and the Secretary or the designated Atomic Safety and Licensing Board will issue a notice of hearing or an appropriate order.
As required by 10 CFR 2.714, a petition for leave to intervene shall sec forth with particularity the interest of the petitioner in the proceeding, and how that interest may be affected by the results of the proceeding. The i
