Dear Mr. Kingsley:
This is in response to your. letter of November 24, 1986,- which transmitted Revision 13 of the Physical Security Plan for.the Grand Gulf Nuclear Station.
Review responsibility for this submittal'was transferred.to the NRC Headquarters from Region II on January 21, 1987, because'the change had potential for decreasing safeguards plan effectiveness.
We-have reviewed.that aspect of Revis' ion 13 dealing with devitalization of a' vital. area and determined that it is not" appropriate under the provisions of 10 CFR 50.54(p).
If you.wish to pursue this matter further, our regulations require that you submit an application for.a license amendment pursuant to 10 CFR 50.90.
In addition, we note that documentat' ion you provided does not include any technical analysis of the'. spent fuel and its potential, as a, function of elapsed time from refueling, for radiological release as' postulated for a low population zone in 10 CFR Part 100.11(a)(2). We will need such information to properly consider any proposal affecting protection of spent fuel storage areas.
