Fort Calhoun Station Radiation Protection Enhancement Program, Bi-Monthly Status Report Omaha Public Power District (0 PPD) committed to provide this report in Reference 2.
The program consists of four overlapping phases:
I.
Assessment of Current Conditions; II.
Current Program Optimization (in support of refueling outage eleven);
III.
Program Enhancements; and IV.
Program Implementation, Training and Reassessments.
PROGRAM OVERVIEW A Management Oversite Risk Tree Analysis was used to assess the current conditions (PhaseI). The assessment revealed current and long term E'e programmatic improvements were neccessary. Based on the assessment, Phase II was oNo designed to support the immediate needs of Refueling Outage Eleven.
Phases I 58' and II are now complete and form the basis for Phase III (long-term Radiation ProtectionEnhancementProgram). Phase III consists of Radiation Program Policy, Plan and Procedures development and is scheduled for completion mid mo e.e 1989. Organization and Staffina The consultant filling the position of Radiation Protection Manager (RPM) became a permanent member of the Fort Calhoun Station management staff effective the first week of December 1988.
The Radiation Protection organization presented in the October meeting (re. the Radiation Protection Organization Chart page 8) will be implemented effective February, 1989 also as advised in the October meeting. The following positions have been staffed by OPPD or contractor personnel.

Contamination Control Coordinator (0 PPD) 2.
Radiological Instrumentation and Equipment Coordinator (0 PPD)
Offers are being processed to staff the following positions:
1.
Radiation Protection Operations Supervisor (Contractor) 2.
Radiological Health and Engineering Supervisor (Contractor) 3.
Radiological Health Coordinator (Individual presently on site filling the position) 4.
Radiological Engineering Coordinator (Individual presently on site filling the position)
A consultant is filling the position of Radiological Health and Engineering Supervisor, to support implementation of the program. A permanent OPPD staff member has been selected and is scheduled to start mid 1989.

t U. S. Nuclear Regulatory Commission LIC-89-108 The compliment of Fort Calhoun Station Radiation Protection Technicians has been increased by hiring fourteen ANSI N18.1 - 1978 technicians. OPPD currently has ten Technician Trainee positions to be filled.
4.
Trainino Training has been completed on the following procedures.
1.
In-vivo Bioassay (Whole Body Countina). This procedure describes the Fort Calhoun Station In-vivo bioassay program. A Canberra Fastscan whole body counter is used to directly measure levels of radioactive contamination deposited inside a workers body.
2.
Radioactive Material Handlina. This procedure provides guidance for the handling.of radioactive materials not contained by station components.
3.
Personnel Decontamination. This procedure provides specific guidance for the decontamination of personnel and for the estimation of skin dose due to skin contamination.
4.
Multiole Badaina and Extremity Dosimetry. This procedure provides guidance on the use and control of Multiple Whole Body and Extremity TLD's, 5.
Maximum Permissible Concentration Trackina. This procedure describes the method for tracking exposure of personnel from inhaled radioactive material based on air sample results and exposure time.

11 sue. Control, and Accountability of Radiation Protection
-Instrumentation.
This procedure explains the requirements for the issue, control and accountability of portable and semi-portable radiation protection instrumentation.

Radiation and Contamination Survevi. This procedure provides specific i
instructions for conducting radiation and contamination surveys.
8.
Personnel TLD Issuance. This procedure provides instruction for the issue of routine personnel whole body dosimetry.
9.
Hot Particle Control. This procedure establishes a program for the control of radioactive hot particles.
Training is scheduled for the first week of February on the following procedures.
1.
Control and use of vacuum cleaners in controlled areas.
2.
Portable GM Ventilation Program.
- 5. Eauipment A Canberra Accuscan whole body counter has been ordered with expected delivery in the first quarter of 1989.
Use of the accuscan whole body counter will enhance our diagnostic capabilities for radiological bioassay monitoring.

LIC-89-108 A new TLD system has been purchased and is scheduled for delivery, mid 1989.
- 6. Action on Specific Reaulatory Items Violations Which Reauire Additional Action Violation 8805-02 This violation concerned the control of Very High Radiation Areas (VHRA).
STATUS:
Replacement of VHRA door locksets outside of containment is complete.
Local alarm installation on VHRA doors is also complete.
Lock cylinders are installed on Radiation Controlled Area (RCA) doors that have mortise-style locksets to allow easy changeout of locks if a key is compromised.
Remote door alarm indication, which will provide an alarm signal to the Security Central Alarm Station, is being installed as part of the security computer modification, and remains to be completed and is consistant with our September, 1989 committment.
Violation 8805-03 This violation concerned the administrative control of keys to Very High Radiation Areas.
STATUS: The VHRA and RCA doors were modified as discussed in Item 8805-02.
In addition, Standing Order 0-26 " Plant Key Control" has been revised to provide more positive control of plant keys.
Standing Order 0-26 calls for Health Physics to control keys for locked Radiation Areas. Additional prcedure changes are' planned to facilitate interdepartmental key control interfaces.
Violations Which are Closed Violation 8805-01 This violation concerned the requalification program for Health Physics Qualified personnel.
STATUS: The corrective actions taken to address this item were reviewed by the NRC, and this item was closed in Inspection Report 50-285/88-34.
Violation 8805-04 This violation concerned failure to follow procedures which require two individuals be present for entry into a VHRA.
STATUS: The corrective actions taken to address this item were reviewed by the NRC, and this item was closed in Inspection Report 50-285/88-30.

Open Item 8805-07 This open item concerned the Radiation Protection Organization and job descriptions.
STATUS: OPPD believes that corrective actions have been taken which adequately address this item. The corrective actions have been reviewed by the NRC during Inspection 50-285/89-04 and it is OPPD's understanding that this item will be closed.
Open Item 8805-08 This open item concerns detailed guidance, development and procedurals-zation of the frequency and type of radiation and contamination surveys to be taken during radiological work.
STATUS:
Procedures are developed and PRC approved.
Training has been completed on the items in Section 4 training, previously discussed and the procedures have been implemented.
Open Item 8805-09 This open item concerned the lack of a comprehensive audit and evaluation program.
STATUS: OPPD believes that corrective actions have been taken which adequately address this item.
Open Item 8805-12 This open item concerned changing the value for wearing respiratory 2
protection from 20,000 dpm/100 cm to a higher value.
STATUS: The value has been changed from 20,000 dpm per 100 sq cm to 50,000 dpm per 100 sq cm.
Further evaluation of criteria for minimizing respirator use is continuing as part of the respiratory protection program.

U...S. Nuclear Regulatory Commission LIC-89-108 Ooen Item 8805-13 This item concerns the lack of a comprehensive and organized Respiratory Protection Program.
STATUS: The Respiratory Protection Program is under development as a part of the overall Radiation Protection Enhancement Program. The program elements have been defined, procedures drafted, and a schedule for implementation completed. The procedures, Radiation Protection Manual Section, and policy statement are under review. Two Program functions, equipment cleaning and fit testing, are supervised by Radwaste and Training respectively.
Procedures for these functions are being revised to provide consistency.
Open Item 8830-01 This item concerns improving the reliability of the Current TLD processing system.
STATUS: To increase the TLD processing system reliability a second TLD Reader has been placed in service. A new TLD system has been purchased and is currently scheduled for delivery in mid 1989.
System certification will be completed before the New TLD system is placed in service.
