1 By your application dated December 5,1986, you submitted Bechtel calculations X6CJH.49.1, "Limitorque Thermal Lag Analysis Inside Containment," and X6CJH 51.0,

" Thermal Lag Transient Analysis on Equipment Inside Containment," and requested that they be withheld from public disclosure pursuant to 10 CFR 2.790. Also enclosed was an affidavit from the Bechtel Power Corporation dated December 3, 1986.
The affadavit stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons:

The document contains information which is customarily held in confidence I
by Bechtel, 2.
The information has been held in confidence by Bechtel and is not available in public sources.
3.
The information is the result of analyses performed by expenditure of considerable time and effort to Bechtel.
We have reviewed your a'pplication and the material based on the requirements and criteria of 10 CFR 2.790 and on the basis of Bechtel's statements, have determined that the submitted information sought to be withheld contains trade secrets or proprietary conmercial information.
Therefore, the Bechtel calculations marked as proprietary will be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) end Section 103(b) of the Atomic Energy Act of 1954, as amended.
Withholding from public inspection shall not affect the right, if any, of per-sons properly and directly concerned to inspect the documents.
If the need arises, we may send copies of this information to our consultants working in this area. We will, of course, insure that the tonsd tants have signed the appropriate agreements for handling proprietary information.
