Dear Mr. Ste}lo:

The Federal Emergency Management Agency (FD4A) has canpleted an analysis of

. the pronpt alert and notification system for the North Anna Power Station .

located in Mineral, Virginia. This review has been ca:pleted pursuant to Title 44 CFR, Part 350; selected evaluative criteria and Appendix 3 in NUREG-0654/FD4A-REP-1, Revision 1; and FDIA-REP-10, the'" Guide for the Evaluation of Alert and Notification Systems for Nuclear Power Plants." The enclosed report, entitled " North Anna Power Station Site-Specific Offsite Radiological

. Emergency Preparedness Alert and Notification System Quality Assurance Verifi-

- cation," summarizes the engineering design review; incorporates the results of the public telephone survey conducted immediately following full activation of the alert and notification system on May 1,1986; and confirms the adequacy of the applicable evaluative criteria from NUPEG-0654/ FEMA-REP-1, Revision 1, and FD4A-REP-10.

H Based on the engineering design review and the results of the public telephone survey, FEMA has determined that the alert and notification system installed around the North' Anna Power Station satisfies the requirements of NURB3-0654/

"EMA-REP-1, Revision 1, and FD1A-REP-10. Therefore, there is now reasonable assurance that the system is adequate to pranptly alert and notify. the public in the event of a radiological emergency at the site. The caveat on the alert and notification system contained in the Title 44 CFR, Part 350 approval dated February- 23, 1983, is now renoved. The Honorable Gerald L. Baliles, Governor of Virginia, has been advised of this approval.

Sincerely, Dave McLoughlin Deputy Associate Director l State and Iocal Programs  !
