SUBJECT: NOTICE OF VIOLATION (NRC INSPECTION REPORT NOS. 50-259/88-33

This refers to the Nuclear Regulatory Commission (NRC) insp.;ct<on conducted by

D. R. Carpenter on November 1-30, 1988.

The inspection -incit led a review of -

activities authorized for 'your Browns Ferry facility. At the conclusion of

the' inspection, the findings were discussed with those members of your staff

- identified in'the enclosed inspection report.

Areas examined during the inspection included operational safety verification,

,

modifications, status of open 10 CFR 21 Reports, surveillance observations,

system return to service, reportable occurrences, configuration control

drawings, restart test program, followup of open inspection items, and 1.icensee

action on previous enforcement matters.

Within these areas, the inspection

consisted of selective examinations of procedures and representative records,

interviews with personnel, and observation of activities in progress.

The enclosed inspection report identifies activities that appeared to violate

NRC requirements but are not cited; therefore, no response is required.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosures

will be placed in the NRC Public Document Room.

The responses directed by this letter and the enclosures are not subject to the

clearance procedures of the Office of Management and Budget issued under the

Paperwork Reduction Act of 1980, PL 96-511,
