SAFETY EVALUATION OF SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2 SECTION 6 TECHNICAL SPECIFICATION CHANGES (TACS:
00143 AND 00144)
Enclosed is a Safety Evaluation regarding proposed changes to the Administra-tive Controls Section (Section 6.0) of the Sequoyah Nuclear Plant (SQNP)
Technical Specifications. The proposed changes were submitted by TVA in letters dated May 18, 1987 and June 4, 1987. The TVA Office of Nuclear Power and the SQNP facility have undergone a reorganization, which includes a realignment of responsibilities and the changing of many position titles. A revision to the Plant Operations Review Committee (PORC) is proposed that includes relief to the PORC of several review responsibilities and transfers those responsibilities to designated technical reviewers.
In addition, changes to the Independent Safety Evaluation Group (ISEG) and the Radiological Assessment Review Committee (RARC) are proposed.
The staff finds that the deletion of line "a" in Specification 6.8.3 is unacceptable for the reasons stated in the enclosed Safety Evaluation. The staff concludes that all the remaining proposed changes are acceptable.
