1986, Offsite Radiological Emergency Preparedness Exercise at Peach Bottom Atomic Station Attached is a copy of the remedial exercise report for the remedial exercise conducted on June 3, 1987, to correct the remaining defi-ciencies identified during the October 9,1986, exercise of offaite radiological emergency preparedness plans for the Peach Bottom Atomic Station. MARYLAhD REMEDIAL EXERCISE REPORT l
PEACH BOTTON ATOMIC POWER STATION

BACKGROUND j
f On October 9,1986, the State of Maryland and the risk counties of Harford 1
and Cecil participated in the biennial exercise for the Peach Bottom Atomic Power Station. During the exercise the following two deficiencies were identified which required a remedial exercise to demonstrate that appropriate corrective actions have been taken:
1.
Sirens were sounded and the EBS was activated prior to the l
exercise. FEMA was not aware that this process would occur out-of-sequence, as this was not included in the scenario; therefore, l
it was not evaluated.
It is understood that. the' entire statewide EBS network was involved and that the Governor participated as well. However, since the process was not observed prior to the exercise and it was not simulated as part of the regular exercise play, the State and risk. counties did not demonstrate the capability to comply with the 15-minute alert and notification I
requirement established in FEMA REP-10.. This procedure.must be demonstrated at every REP exercise.
2.
Since many tasks required to be accomplished were not observed bec'ause many functions were carried out prior to exercise start or out of sequence, FEMA Region III cannot state that there is l
adequate assurance that the public health and safety will be protected.
In order to demonstrate that appropriate corrective actions have been taken, the State of Maryland and Cecil and Harford Counties participated in a I
l remedial exercise on June 3, 1987.

REMEDIAL EXERCISE REPORT STATE EOC At 1130, the Maryland Emergency Management and Civil Defense Agency (EME&CDA) simulated the Governor declaring a State of Emergency in Cecil and '
Harford Counties, due to the situation at the Peach Bottom plant. The Governor directed the eyacuation of all persons in Cecil and Harford Counties within 10 miles of the Peach Bottom Atomic Power Station. The appropriate State and County agencies were instructed to alert and notify all affected individuals at one.

Almost immediately, personnel at MEM&CDA relayed the above information to l
Cecil and Harford Counties, requesting from them the time when sirens would l
be sounded and EBS activated. Representatives of the risk Counties informed q
MEM&CDA that they would commence the process right away, i

At 1136, MEM&CDA read an evacuation message to the statewide EBS hookup The
]
message was one of the prescripted messages contained in the State REP
{
plan. The information was confirmed by the EBS hookup at 1138.
Prior to 1145, Cecil and Harford Counties informed the State E0C that they had taken the necessary actions to sound the sirens and activate the local EBS network.
CECIL COUNTY EOC The General Emergency notification was received via the hot line (blue phone) at 1102. The message advised that an onsite release was occurring, and that the utility was recommending sheltering for a two-mile radius. At 1124, the county received a blue phone message from the State E0C that protective actions were being considered. The State's protective action decision was transmitted to the County E0C at 1130.
The County Director was informed that the Governor had declared a State of Emergency, that Peach Bottom had recommended a precautionary evacuation, and that the Governor concurred - all areas out to 10 miles were to be evacuated. At 1132, the County Director announced this information to the staff, and directed the simulated activation of the sirens, EBS, and ACP/TCPs. At 1133, the dispatcher simulated sounding all sirens, and at 1135, the PIO simulated broadcasting an appropriate EBS message via the remote pick-up unit.
Activation of the A&N system was thus completed within 5 minutes of the county's receipt of the Governor's directive from the State EOC.
l HARFORD COUNTY EOC Activation of the Harford County E0C occurred in a prompt and timely j
manner. The notification and mobilization of the EOC staff occurred in accordance with the emergency plan and exercise objectives with full staffing completed within one hour of the Alert classification. The operations officer effectively managed the staff's emergency operations, i
addressing all issues and inquiries with appropriate responses. High level
(
decision making was demonstrated consistently throughout the exercise. The j
entire EOC staff demonstrated the capability to perform their tasks and to 1
coordinate (internally / externally) requisite actions for the purpose of evoking appropriate decisions.
Herford County E00 was advised at 1110 that a General Emergency had been declared at the plant at 1100.
At 1121 another call was received from the State E0C informing Harford County that protective actions were being consider ed. The Governor declared a State of Emergency and called for an evacuation of all areas out to 10 miles at 1130.
At 1135 Harford County activated the siren system (simulated). An EBS message was aired (simulated) at 1138.
Activation of the Alert and Notification System in Harford County was completed within 8 minutes of the Governor's decision to evacuate.

4 CONCLUSION The State of Maryland and the Counties of Cecil and Harford adequately demonstrated the activation of the Alert and Notification System within the established timeframe.
'Harford County activation and staffing occurred in a timely manner and staff carried out-assigned responsibilities in accordance with the plan. Therefore, both deficiencies noted.in the October 9,1986 txercise have been corrected..
