This refers to the inspection conducted by Messrs. A. B. Earnest and J. A. F.
Kelly of this office during the period June 2-5, 1987, of activities authorized

by NRC Operating License NPF-38 for Waterford 3 Steam Electric Station, and to
the discussion of our findings with your staff at the conclusion of the
~ inspection.
Areas examined during the inspection included security plan.and implementing
.
procedures, management effectiveness, security organization, security program
l
audit, lighting, detection aids
protected area (PA), training and
qualifications, alarm stations, compensatory measures, communications, and
,
records and reports. Within these areas, the inspection consisted of selective
i
examination of procedures and representative records, interviews with
personnel, and observations by the NRC inspectors.
The inspection findings are
documented in the enclosed inspection report.
Within the scope of the inspection, no violations or deviations were
identified.

We have also examined actions you have taken with regard to previously
identified inspection findings.
The status of these items is identified in

paragraph 3 of the enclosed report.
The material enclosed herewith contains Safeguards Information as defined by
10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited
by Section 147 of the Atomic Energy Act of 1954, as amended.
