Dear Judge Smith:

We are writing in regard to the ASLB hearings on New Hampshire emergency planning to to be held at the State House in Concord, New Hampshire for a six week period beginning October 5, 1987.

As the new presiding Chairman over these hearings, we respectfully ask that you reconsider Judge Hoyt's ruling not to allow oral comment from the public. Frankly, we are not aware of anyone in New Hampshire who is opposed i to allowing those most affected by these hearings to have a voice. Citizens and those of us who are elected officials deserve every available opportunity to provide constructive input on an issue which has such a tremendous impact on our state.

As you may know, the degree of public interest in these emergency plans is unprecedented compared to the public attention usually given to ASLB proceedings. In addition to the insight gained from citizen participation, it can only be to the Board's benefit to initiate and foster a spirit of cooperation with the New Hampshire public. ,
