Specification-(TS) 4.0.5 and portions of TS.4.6.3.3 and 4.7.1.5.
1.3 Requirements All valves with remote valve position indicators shall be visually observed and timed during extended plant shutdowns iusually scheduled refueling putages) but rtet less than one observation every 2 years. Parts of this
. instruction can be performed dering any mo6e, however, due to valves that are inaccessible during power operations this test will normally be performed durin0 modes 3. 4, 5 or 6.
This SI is applicable in all modes. This SI shall be scheduled and performed in conjunction with SI-166.1, SI-166.1.1, SI-156.2, SI-106.3, SI-166.3.1, SI-166.3.2, SI-166.6,51-166.21 and Oue to the totally enclosed valve design of various valves (Post Accident Samoling, FSV-30-134/135, and Reactsr Head. Vent) an indirect confirmation test will be performed in lieu of the local stroke time.
Pressurizer PORVs and Block valves will be tested par SI-166.40 since these volves have an 18 month frequency.

NOTE: Some of the FRCW cooler valves do not have remot's indication and are stroke tested locally on the same frequency as their appropri ate SI's (SI-166.1 and SI-166.21).
Therefore t:1ese valves will not be stroke tested per SI-166.4.

Each data sheet provides space for recording local stroke times or local verification data. Data sheets are to remain attached to their governir.g SI (i.e. 166.1, 166.1.1,.166.2, 166.3, 166.3.1, 166.3.2, 166.6, 166.21, and 166.41).

6.4 Pollowing each valve stroke test, reinspect each valve locally to verify that the actual position I
agrees with the indicated position.
6.5 The test performer shall complete the SI-166.4 Valve Checklist end ensure that all data sheets have beer; completed, the acceptance criteria has been met, and I
tne sheets have been attached to their governing SI (i.e.s 166.1, 166.1.1, 166.2, 166.3, 166.3.1, 166.3.2, 166.6, 166.21, and 166.41).
When the Valve Checklist is complete, the SI package will be reviewed by the SRO, and forwarded to Mechanical Test for review.
7.0 ACCEPTANCE CRITERIA 7.1 The valves liuted on the checklist have been tested satisfactorily per their applicable SI.
The valves local snd remote stroke times have been compared and are within 2 seconds or.10 percent of one another (whichever is greater).
If this criteria is not met, the valve shall be declared inoperable and a work request (WR) shall be written by the test performer.
The WR number shall be listed on the Data packsge Cover Sheet and the Shift Engineer (SE) and ASE/SRO notified.
The valve (s) shall be repaired or replaced and retested per SI-166.6.

In item 1 of TVA's December 1986 submittal, SQN requested to change to the ANSI /ASME OM-1-1981 for testing of safety and relief valves.
The ANSI /ASME OM-1-1981 provides clear guidance and allows using the same code requirements for both units. NRC indicated in a February 2, 1987 conference call that SQN's request would be granted since OH-1 is endorsed by NRC Redulatory Guide 1.147 (Revision 5) under code case N-415.

SQN finds the OM-1 to be far superior to the previous power test code; l
however, while incorporating the OM-1 into plant procedures, four i
deficiencies in the OM-1 code have been identified that make it necessary i
to request relief from certain OM-1 requirements.
It is not uncommon to identify deficiencies and enhancements for new codes. The following provides a list of four OM-1 relief requests needed for SQN.
a.
Three-percent criteria: Reference OM-1 paragraphs 1.3.4.1.4 and (SU) 1.3.4.1.5 (a) and (b).
SQN proposes to revise the three-percent criteria given in these referenced paragraphs.
The criteria for all ASME valve classes should be changed to two percent of the stamped set pressure (or cold set pressure, as applicable) or 2 psig, whichever is greater, above the upper limit of the valve set pressure acceptance range. SQN's proposed acceptance criteria was selected by considering the three-percent OM-1 criteria for a i one-percent set pressure acceptance range valve, then applying this same basis to other set pressure acceptance ranges.
Justification: The intent of OM-1 in establishing this criteria was to identify and place special emphasis on valves that were found to be significantly above their set pressure acceptance range. A three-percent criteria would be appropriate for valves with a set pressure range of 1 one percent; however, many of the Class 2 and 3 valves addressed by OM-1 have a set pressure range of i three percent.
It is not appropriate to place a three-percent criteria (which corresponds to the allowable set pressure range) on these valves for identifying them as deviating significantly from set pressure criteria.
Similarly, a valve with a low set pressure, for example 20 psig, is allowed a i 2 psig set pressure range (which corresponds to i 10 percent for this example).
Applying the OM-1 three-percent criteria to this example could identify the valve as a significant failure and it still be within f.ts set pressure criteria acceptance range, b.
10-Minute Minimum Time Requirement:
Reference OH-1 paragraphs 4.1.1.8, 4.1.2.8, 4.1.3.7, 8.1.1.8, 8.1.2.8, and 8.1.3.7.
SQN proposes to delete the 10-minute minimum time requirement between setpoint actuations and allow the owner to specify any minimum wait times based upon type valve being tested, test ambient temperature, etc.

__. _ _. Justification: The intent of OH-1 in the referenced paragraphs is to ensure temperature stability of the valve before each setpoint actuation when testing at elevated (above normal ambient) temperatures.
SQN believes the 10-minute minimum interval between setpoint actuations to be too strict for the following reasons:
o Valves tested at room ambient conditions require no stabilization time between actuations.
o Valves tested at elevated temperatures do not require extended stabilization time based upon our experience with elevated temperature steam testing of main steam and pressurizer safety valves. Actual test data observed and recorded for valve body temperature during setpoint testing shows little effect of valve actuation upon the body temperature. A typical wait time of five minutes between actuations has been more than adequate to ensure valve temperature stabilization for testing at elevated temperatures.
o The OM-1 working group has recently submitted revision 1 of this code for approval.
This revision incorporates a statement giving the owner responsibility for assigning the minimum wait time between valve actuations. The 10-minute requirement has been deleted.
J o Excessive wait times between valve actuations can result in increased test cost, increased danger to employees when performing "in-place" testing in high ambient temperature environments, increased radiation dosage, increased system

downtime, and possible increased outage time with resulting loss of generation revenues.
c.
Stabilization of Valve Body Tenmerature When Testing at Rogm Ambient Conditions: Reference OM-1 paragraphs 4.1.2.4, 4.1.3.4, 8.1.2.4, and 8.1.3.4.
SQN proposes to delete the requirement for verifying stabilization of the valve body temperature when testing at room ambient conditions for both service media and environment.
Justification: The intent of OH-1 in the referenced paragraphs is to ensure that valve setpoint is not adversely affected by not allowing the valve body to heat up and stabilize when testing at elevated temperatures.
It is evident that this is not an issue for testb g at room ambient conditions, d.
Correlation procedure Certification:

SQN also proposes that no set pressure correction be required when performing room ambient testing of valves from systems where their i
ambient operating temperature does not exceed 1500 F.
Justification: Testir.g has been performed by the valve manufacturers to determine the effect of system temperature and back pressure on valve set pressure. The appropriate co:apensations have been i
documented in published form. No published information for any valves exists, however, for the effect of ambient temperature on valve set pressure. We base our proposal in this area on the following:
o The effect of system temperature en valve set pressure has been published by Crosby Valve & Gage Company (the manufacturer for the majority of TVA valves affected by the proposed change) with no set prescure correction required for system temperatures up to 1500 F.
J, E. Lonergan Company (the manufacturer for the retaining TVA Jalves affected by the proposed change) allows a system temperature up to 2700 F without a set pressure correction. For the valves addressed by the referenced paragraphs of OH-1 (ASME Classes 2 and 3, excluding main steam safety valves), SQN maintains that system temperature is the dominant factor for effect upon valve set pressure.
SQN is limiting ambient temperature to a maximum of 1500 F without requiring a correction to be determined for set pressure, which SQN believes is a conservative conclusion based on the documented effect of system temperature on set pcessure, the vaJve manufacturers' verbal input on the effects of ambient temperature on valve setpoint, and on SQN's own extensive experience with setpoint testing of valves.
o Testing by TVA and valve manufacturers has shown that an increase in ambient temperature decreases the valve setpoint, all other systam parameters remaining unchanged. This is as expected since increasing ambient temperature will reduce the valve spring constant, thereby reducing set pressure. This further reflects the conservatism in SQN's proposal because, by not incorporating a correction for normal operating temperature when testing at room ambient temperature, any effect upon the valve when at normal operating conditions woald be a slight reduction in set presrure, which would not be a nuclear safety concern for the valves encompassed by this exemption.
None of the requested exemptions are judged by TVA to be a change to the intent of OM-1.
Additionally, TVA plans to submit these changes and other enhancement-type changes to the ASME Committee on Operation and Maintenance of Nuclear power plant Components for incorporation into the next revision af OH-1.

Fuel Oil Transfer Pumps I.FOTPs)
(SU)
As a supplement to item 1 of TVA's November 1986 submittal, SQN is requesting relief from the requirements contained in IWP-3500(a) of the ASME Section XI Code, 1977 Edition, Summer 1978 Addenda. IWP-3500(a) states that ".
. each pump shall be run at least 5 minutea unde;-
conditions as utable as the system permits. At the end of this time, at least one measurement or observation of each of the quantities specified shall be made and recorded."
System / Test Description Each of the four diesel generator sets at SQN has two engine-mounted motor-driven 15-galain fual oil transfer pumps that tiansfer fuel from the embedded seven-day storage tank to the two 550-gallon engine-mounted day tanks.
Each of the two day tanks is provided with local level indicators.
A level increase on each day tank is used to calculata. flow rate for each fuel oil transfer pump.
The current test procedure requires that no more than 400 gallons be in the day tanks at the start of the pump test. This provides a sufficient length of time for obtaining a measurable increase in fuel oil level as the pump transfers fuel oil from the seven-day tank to the day tanks.
With only 150 gallons of day tank volume available (550-400) and a pump flow rate of 15 gal / min, only 10 minutes remain before the day tank is full. Overflow from the day tank then returns to the seven-da'y tank, which has no level indication.
Tests conducted to date show a pump flow rate greater than 15 gal / min (i.e., 17 gal / min).
Justification The 5-minute " wait time" required by IWP-3500(a) was written for centrifugal pumps. The purpose of the wait time is to allow the pump to prime itself and to allow flowrates and pressures to stabilize.
SQN finds the 5-minute time interval unnecessary for the fuel oil transfer pumps for the following reasons:
SQN's fuel oil transfer pumps are Viking Model GG195 positive o
displacement pumps. Positive displacement pumps do not require a
" wait time" for flows and pressures to stabilize.
o SQN's test methods for obtaining pump flow rates allow only 10 minutes at best for recording level changes in the day tanks. A 5-minute " wait time" as required by the code would significantly reduce the time available for conducting the test (10 minutes to approximately 5 minutes).
In addition, the 5-minute " wait time" could, in some cases, require the test to be conducted with lower initial day tank levels. SQN Technical Specification 3.8.1.1 requires a minimum day tank level of 250 gallons.
