Request for Withholding Information from Public Disclosure

By Georgia Power Company's (GPC) applications dated October 31, 1984, December 13, 1984, January 18, 1985 and March 18, 1985, GPC submitted certain Bechtel proprietary information and requested that it be withheld from public dis-closure pursuant to 10 CFR 2.790. The October 31, 1984 application contained Bechtel proprietary tornado load analysis calculations. The December 13, 1984 application included eight calculations and supporting documents related to the staff's Mechanical Engineering Branch review. The January 18, 1985 application contained certain pages of calculations X2CC3.25, X2CF-S-100, X2CDI.1, and X2CF-S-095. The March 18, 1985 application enclosed calculations X4CP-S-7075A, Rev. 2, X4CP-7075, Rev. 1, and X4CP-S-7075. The applications included affidavits from Bechtel Power Corporation dated October 31, 1984, December 5, 1984, January 7,1985, and February 21, 1985, respectively.
The affidavits stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons:

The document contains information which is customarily held in confidence by Bechtel.
2.
The infomation has been held in confidence by Bechtel and is not available in public sources.
3.
The information is the result of analyses performed by expenditure of considerable time and effort to Bechtel.
We have reviewed your applications and the material based on the requirements and criteria of 10 CFR 2.790 and on the basis of Bechtel's statements, have determined that the submitted information sought to be withheld contains trade secrets or proprietary commercial information.
Therefore, the Bechtel infomation named above marked as proprietary will be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended.

If the need arises,.we may send copies of this information to our consultants working in this area.
We will, of course, insure that the consultants have signed the appropriate agreements for handling proprietary information.
If the basis for withholding this information from public inspection should change in the future such that the information could-then'be made available for public inspection, you should promptly notify the NRC.
You should also understand that the NRC may have cause to review this determination in the future, such as if the scope of a Freedom of Information Act request includes your. information.
In all review situations, if the NRC needs additional information from you or makes' a determination adverse to the above, you will be notified in advance of any public disclosure.
