SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT N0. 11 TO FACILITY OPERATING LICENSE N0. DPR-21 NORTHEAST NUCLEAR ENERGY COMPANY MILLSTONE NUCLEAR POWER STATION, UNIT NO. 1 DOCKET N0. 50-245
1.0 INTRODUCTION
By letter dated April 28, 1987, the Northeast Nuclear Energy Company (NNEC0) submitted an application to amend Facility Operating License No. DPR 21 for Millstone Nuclear Power Station, Unit No 1.
The proposed amendment would correct the Technical Specification (TS) Table 3.7.1 listing of primary containment isolation valves to reflect plant modifications.
2.0 DISCUSSION AND EVALUATION The licensee states that the proposed change to the primary containment isolation valve TS Table 3.7.1 reflects plant modifications (i.e., valves which are no longer primary containment boundaries, addition of new systems, valve relocation, etc.) and to increase the scope of the table to include not only valves and valves opened during power operation for testing and/or sampling purposes.

to the Post Accident Sampling System, Containment Hydrogen /0xygen Analyzer l
System, Drywell Nitrogen Compressor System, Scram Discharge Instrument l
Volume System, and Control Rod Drive (CRD) System. Other corrections are proposed for the Recirculation Sample System, TIP System, Core Spray System.
Low Pressure Coolant Injection System, and Atmospheric Control System.
The staff reviewed the proposed changes on an individual system basis. The two valves to be deleted from the TS table are control rod drive hydraulic return check valves 301-95 and 301-98. These valves were removed when the CRD returns were rerouted to the "A" feedwater line in 1978. The licensee's analyses for adding each of the remaining valves to Table 3.7.1 were reviewed and found acceptable.

4.0 CONCLUSION
We have concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Connission's regulations and the issuance of this amendment will not be inimical to the common defense or security or to the health and safety of the public.
