Gentlemen:

Enclosed for your review, prior to our scheduled meeting on July 20, 1987, is

the SALP 6 Board Report for the Quad Cities Nuclear Power Station, Units 1 & 2,

covering the period October 1, 1985 through March 31, 1987.

Overall, your performance was found acceptable and directed toward safe

facility operation.

In addition, your overall performance has shown improve-

ment since the last SALP assessment period.

This was demonstrated by improved

ratings in two areas and an improving trend noted in a third area.

In accordance with NRC policy, I have reviewed the SALP Board Report and

accepted the Board's findings. We note the strides you have made at Quad Cities

in the areas of surveillance activities.

The fact that no missed surveillance

were identified during the assessment period at Quad Cities is noteworthy.

Other areas where notable efforts were made included plant housekeeping, where

management involvement effected positive results, and initiation of the Safety

System Functional Inspection concept at Quad Cities and other facilities.

The

Board noted an increase in the rate of LERs and personnel errors during this

SALP period and we draw this to your attention as a possible negative indicator

which you may wish to review.

Additional highlights of the report are set

forth below:

1.

The functional areas of Radiological Controls and Surveillance had

improved ratings from Category 2 in the previous SALP to Category 1 in

this SALP period.

The functional areas of Security and Licensing Activities sustained

Category 1 ratings with continued high levels of performance in these

areas.

3.

The functional area of Outages received a Category 2. rating with an

improving trend indicating that, if the trend continues, a change in

performance level may result.

4.

The functional area of Fire Protection was not rated this assessment

period due to limited inspection in this area which the Board determined

was insufficient to support'a basis for evaluation.

5.

One decline in rating occurred in the functional area of Emergency

Preparedness which went from a Category 1 in the last SALP to a Category

2 this SALP period.

While you will have sufficient opportunity to present your comments at the

meeting on July 20, 1987, we also request written comments within 30 days

after the meeting.

Upon receipt, your comments will be evaluated and our

conclusion relative to them will be provided to you.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and the SALP

Report will be placed in the NRC's Public Document Room.

No reply to this letter is required at this time; however, should you have

any questions concerning the SALP report, we would be pleased to discuss them

with you.
