Gentlemen:

This refers to the inspection conducted by Mr. H. D. Chaney of this office

during the period June 8-12, 1987, of activities authorized by NRC Construction

Permits CPPR-128 and CPPR-129 for Units 1 and 2 of the South Texas Project

Electrical Generating Station, and to the discussion of our findings with

Mr. W. H. Kinsey and other members of your staf f at the conclusion of the

inspection.

Areas examinea during the inspection involved the radiation protection program

including: management controls and organization, training and qualification,

external radiation exposure control, internal radiation exposure control,

respiratory protection, radiological posting program, radiological survey

"

program, ALARA and radiation work control program, radiation protection

instrumentation and calibration, radiation protection facilities, radiation

protection equipment and expendable supplies, radiation protection program

audits and reviews, and the post-accident sampling system. Within these areas,

the inspection consisted of selective examination of procedures and

representative records, interviews with personnel, and observations by the NRC

inspector. The inspection findings are documented in the enclosed inspection

report.

Within the scope of the inspection, no violations or deviations were

identified.

We have also examined actions you have taken with regard to previously

identified inspection findings.
