The-enclosed report refers to the routine resident safety inspection conducted on
December 20,'1988 through January 23,-1989'at the Millstone Nuclear Power Station,
Unit 3. 'The results of the inspection were discussed with Mr. C. H. Clement of
your staff at the conclusion of.the. inspection.

Inspection Report Detail 4.2 documents initial NRC review of.the containment iso-
lation valves for the steam generator sampling lines being evaluated by your Engi-
neering staff as acceptable.even if they permit full flow when shut. We question.

Inspection Report Detail 5.1 describes continuing problems with fire barrier ef-
festiveness. Our evaluation of the acceptability of your corrective actions on
this. matter.is ongoing.
