" Reactor Trip System Instrumentation Surveillance Requirements" Gentlemen:

This proposed change is to the Surveillance Requirements of Reactor Trip System Instrumentation. Table 4.3-1 as shown in Attachment I.

The proposed change deletes notation 5 from line item 5 (Intermediate Range, Neutron Flux) and line item 6 (Source Range, Neutron Flux). The proposed change also deletes reference to the Intermediate Range in line item 5 of the Table Notation.

By letter dated January 8, 1987, and approved by the Nuclear Regulatory Commission April 14, 1987, (Amendment No. 65), South Carolina Electric &

Gas Company (SCE&G) requested an amendment to the Technical Specifications. The amendment was submitted because of necessary modifications to meet Regulatory Guide 1.97 Revision 3 requirements for Post Accident Neutron Monitoring Instrumentation. Thi; modification replaced the non-post accident qualified source range BF3 detectors and Intermediate Range Compensated Ion Chamber detectors with Class 1E, post accident qualified fission chamber detectors.

Technical Specifications Table 4.3-1, "Reacter Trip System Instrumentation Surveillance Requirements," line items 5 and 6 refer to Detector Plateau curves to be obtained once per refueling. Detector Plateau curves are not applicable to fission chamber detectors.

The proposed Technical Specifications change identifies the appropriate surveillance for the installed instrumentation.

l Attachment II to this letter is SCE&G's, "No Significant Hazards L

Determination." This change has been reviewed and approved by both the Plant Safety Review Committee and the Nuclear Safety Review Committee.
