SUBJECT:

OPERATIONAL TEAM ASSESSMENT During a September 2, 1987, telephone conversation between Mr. R. Gallo of this office, and Mr.

G.

Leitch of your staff, arrangements were made for an operational assessment of selected Peach Bottom operating crews.

The assess-ment is scheduled to begin the week of October 19, 1987, and will include all crews expected to be on-shift for the restart of Peach Bottom. The assessment will measure overall crew interaction and will include use of the Peach Bottom procedures and Technical Specifications.

Communication, and the capability of the Shift Manager to supervise the operating crew will also be assessed.

l The objective of the operational assessment is to evaluate the effectiveness of l

the PECO Shift Manager training and the operating crew team training provided l

by you to ensure their readiness to function effectively during preparation of l

the plant for startup and power ascension.

To accomplish this objective, the NRC will conduct an independent review of the operational readiness of the crews concurrently with PECO's shift team training.

In order to adequately prepare for this assessment, it will be necessary for the facility to furnish the NRC with the evaluation objectives to be used by

PECO, specific performance objectives developed for the team training exercises, a description of the capabilities of the Limerick simulator when using Peach Bottom procedures including a simulator malfunction list, and simulator scenarios suitable for the Limerick simulator.

The NRC will select the scenarios for use during the concurrent assessment from those furnished.

Mr. Leitch has been advised of our reference material requirements and where they are to be sent.
