Dear Mr. Andrews:

l

SUBJECT:

GENERIC LETTER 83-28, ITEMS 4.2.3 and 4.2.4 - LIFE TESTING AND PERIODIC REPLACEMENT OF BREAKERS (TAC NO. 53911)'

RE: FORT CALHOUN STATION, UNIT 1 The staff and its consultants, Idaho National Engineering Laboratory, have completed their review of Item 4.2 Reactor Trip System Reliability (Preventing l Maintenance and Surveillance Program for Reactor Trip Breakers) for the Fort  ;

i Calhoun Station, Unit No. 1. Our review was based on your November 4, 1983 l letter in response to Generic Letter 83-23 entitled, " Required Actions Based on Generic Implications of Salem ATWS Events."

Based upon our review of the above referenced submittal, we find that Item 4.2 of Generic Letter 83-28 is not applicable to the Fort Calhoun Station, Unit No. 1, because the plant uses contactors in the Reactor Trip System rather than breakers. We, therefore, find your response to be acceptable.

Our safety evaluation is enclosed.

Sincerely,  !
