This letter forwards the report of an inspection conducted by an NRC team on

March 30-April 3,1987 to review the Arkansas Power and Light Company's fitness
for duty program.
This inspection was conducted jointly by members of NRC's
Region IV Office and the Office of Inspection and Enforcement.
At the

conclusion of the inspection, the observations were discussed at an exit

meeting with your staff members identified in the enclosed inspection report.
The NRC's Policy Statement on Fitness for Duty of Nuclear Power Plant Personnel
l
(51 FR 27921) and the EEI Guide to Effective Drug and Alcohol / Fitness for Duty
Policy Development describe a general approach to designing a fitness for duty
program.
The inspection report describes areas where your fitness for duty
program does not appear to meet certain standards adopted by the nuclear power
industry in these documents.
In order to evaluate the overall effectiveness of
your program and to collect information to assist the Commission in deciding
future actions with respect to fitness for duty, the inspectors reviewed
certain supplemental elements of the program not described in the EEI Guide,
such as topics for written procedures, cutoff limits for chemical testing, and
program performance data.
Our review of these supplemental elements is not
intended to imply that they are or may become requirements.
Subsequent to completion of the enclosed report, we were informed that the
chemical testing issues under arbitration had been settled.
Specifically, that
the arbitrator had determined that there was a overwhelming public interest, a-
need for a safe working place, and an unacceptable risk that off duty use of
drugs and alcohol may affect the fitness of employees while on duty.
The
arbitrator ruled that AP&L may implement their random testing.
We understand
that all 23 bargaining unit employees who had refused the random testing while
the matter was under arbitration were promptly tested - all with negative
results.
Within 60 days of receipt of this letter, it is requested that you provide this
office with any comments concerning the results of our review, including a
description of your planned actions to further incorporate appropriate
