Gentlemen: SUBJECT: NRC INSPECTION REPORT NOS. 50-259/87-16, 50-260/87-16 and 50-296/87-16 This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by H. W. Kerch on April 13-24, 1987, which was an independent measurements inspection using the NRC Mobile Non-Destructive Examination Laboratory. The inspection included a review of activities authorized for your Browns Ferry l facility. At the conclusion of the inspection, the finding,s were discussed with those members of your staff identified in the enclosed inspection report. 1 Nondestructive examinations were performed on a sample of pipe weldments, pipe supports, cable tray supports and miscellaneous pipe materials which were selected from the Residual Heat Removal (RHR), Recirculation, Reactor Core Isolation Cooling and High Pressure Coolant Injection Systems. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observation of activities in progress. Within the scope of the inspection, no violations or deviations were identified. Although no noncompliance were identified, some improvements are suggested for the new ISI program. These improvements are addressed in Section 3(b) of the enclosed report. Since you plan to upgrade the ISI program to the 1983 Edition of the Code and the Summer 1983 Addenda for the second 10 year inspection interval scheduled to start March 1,1988 this additional time presents an opportunity to incorporate the listed impro,vements. In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and its enclosures will be placed in the NRC Public Document Room.
