Enclosed are:

One (1) original and thirty-seven (37) copies of an Application for Amendment to our Technical Specification to clarify the control room emergency habitability operability and test requirements, update the chlorine detection system bases and incorporate editorial changes.
To ensure compliance with the NRC Safety Evaluation Report issued with technical specification Amendment No. 109, we are requesting that prior to issuance of this amendment we be contacted to confirm that Beaver Valley Unit 2 has entered Mode 4.
This is consistent with the
- note on pages 3/4 7-18, 3/4 7-18a and 3/4 7-18b which is being deleted by this amendment request.
If Beaver Valley Unit 2 has entered Mode 4,
then the note is no longer applicable and can be removed.
If, however, Beaver Valley Unit 2 has not entered Mode 4 then the note is applicable and should not be deleted until after Unit 2 has entered Mode 4.
This change has been reviewed by the OSC and ORC and has been determined to be safe and does not involve an unreviewed safety question.
We would like to clarify several statements included in the NRC Safety Evaluation Report (SER) issued with Technical Specification Amendment No.
109.
The statements to be clarified are listed below.
A brief clarification follows the subject statement taken from the SER:
SER Statement:
Self contained breathing apparatus sufficient for 10 operators for 6
hours is provided in Unit 1 with provisions for offsite replenishment.

In the event of a
chlorine leak, a supply of air is provided for control room personnel.
This air is stored in 2
headers of 16 bottles each.
The bottles supply 8
quick disconnect fittings in the control room.
An adequate supply of face masks and rubber hose is provided to enable control room operation.
Eight portable air breathing apparatus are provided for control room personnel with additional storage of bottled air for members of the Emergency Squad for use following the pressurization cycle should the chlorine gas remain at a high concentration.
SER Statement:
Unit 1
post-accident air makeup rate (to the control room] is 400 cfm.
Clarification:
Unit 1
control room emergency ventilation fans have been upgraded to provide 800-1000 cfm.
SER Statement:
A further modification of the design associated with Unit 1
[ control room ventilation) is the installation of a removable seal near the maximum flow damper to eliminate damper leakage.
Clarification:
This modification will not be made.
With the removal of the connecting duct work between the primary intake source and the emergency ventilation system, the only flow path to the maximum flow dampers is through the outside air isolation dampers.
In the event of a postulated accident the outside air isolation dampers are automatically isolated (on chlorine or radiation detection or CIB),
and the flow path to the maximum flow dampers is isolated.
Therefore, the modification is not required.

Thirty-eight (38) copies of documents designated Attachments A
and B
which setforth the change in Technical Specifications and its no significant hazards evaluation.

timely manner so the technical specification Amendment can be issued by September 1, 1987.
This will preclude the shutdown of Beaver Valley Unit 1
the next time Unit 2 performs the testing required to satisfy the surveillance requirements on the bottled air pressurization system.
A check in the amount of $150.00 will be provided under separate cover as payment of the. license amendment application fee in accordance with 10 CFR 170.
