EXAMINATION REPORT On the weeks of January 9 and 16, 1989, the NRC administered examinations to '

employees of your organization who had applied for licanses to operate your Byron Nuclear Station. At the conclusion of the examination, the examination.

questions and preliminary findings were discussed with those members of your staff identified in the enclosed report. In addition, the items addressed in Section 5 of this report, Simulation Facility Report, were discussed with members of your Production Training Center staff, identified in Paragraph 3 of this report, at the conclusion of the simulator portion of the operating examinations on January 16, 1989.

The poor performance of the senior reactor operator candidates during this examination is cf great concern. It warrants your inmediate attention to determine the root cause and necessary corrective action to avoid such a problem in future examinations. We request that you respond in writing within thirty (30) days of the date of this letter regarding this matter.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosure (s) will be placed in the NRC Public Document Room.

The responses directed by this letter is not suhicct to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
