Gentlemen:
This refers to the special safety inspection conducted by Mr. R. L. Hague of
this office on August 19-28, 1987, of activities at Point Beach Nuclear Plant,
Unit 2, authorized by NRC Operating License No. DPR-27 and to the discussion
of our findJngs with you and your staff at the conclusion of the inspection.
The inspection focused on the events and circumstances surrounding the
inoperability of the main steam stop valves and consisted of a selective
examination of procedures and representative records and interviews with
personnel.
During this inspection, certain of your activities appearea to be in violation
of NRC requirements. We are releasing this report at this time for your
information.
You will be notified by separate correspondence of our decision
regarding enforcement action based on the findings of this inspection.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosure will be placec in the NRC Public Document Room.
We will gladly discuss any questions you have concerning this inspection.
