SUBJECT:

ALLEGATION-DOCUMENT CONTROL AT WCGS On September 30, 1985, the NRC resident inspector secretary told the SRI

' hat a friend of hers had some concerns related to the control of original em.unents in the Quality Assurance vault at WCGS. On October 1, 1985, at approximately 9:00 am the SRI accompanied by the NRC secretary met with tm om rned individual and discussed the concerns. The following concerns wen i..u tid tv the SR1 by the concerned individual:

. Original documents (work request and caterial paperwork) that had been received, stamped and stored in the vault had been inadvertently returned ge field without following the appropriate release procedures.

In at least one instance, the originals had been thrown SWAY after being returned from the vault to the warehouse. Vault personnel then obtained

'information only' copies from the warehouse files and placed these copies in the vault as originals.

The concerned individual does not think that copies were availabic for all the documents that were thrown away.

On another occasion originals were sent to maintenance, but were returned to the vault by maintenance personnel when they identified them as \pk o d ',

originals.

. When originals that had been incorrectly sent to the field were returned O t to the vault, the transmittal sheet and computer record were revised so %(//

that the records would indicate the original had not left the vault. Y l

Individuals in the field f requently called the vault and told them the vault had mistakenly sent them originals.

.- The problem appears to be in the filing area when original documents are put in the toessenger's pickup drawer and taken to the designated area by the messenger without adequate review by QA vault personnel.

The concerned individual worked in the QA vault from approximately May 1985 until Septe:nber 13, 1985. at which time she was terminated during a reduction in force. This individual discussed these concerna with Q1 at her termination l interview.
