UNAUTHORIZED USE OF THE HEALTH PHYSICS NETWORK (HPN)
EMERGENCY COMMUNICATION SYSTEM h
IE Information Notice #86-97: Emergency Communication System, dated November 28, 1986, provided information to licensees concerning the use and operation of.tha Health Physics Network-(HPN) Emergency Communications System.
Specifically it stated, "Its intended use is to permit licensee personnel to

transmit health physics and environmental information to the NRC through the Operations. Center in Bethesda, Maryland in radiological events e.nd exercises.
No other licensee use, other than required testing, is permitted, Licensees must take appropriate precautions to ensure that the telephone is readily available for the purpose described here and for monthly tests. Licensees should ensure that the system is not used for other purposes. The development and implementation of appropriate precautions is left to the discretion of the licensee,'hyt should be consistent with the general administrative controls and precedures of the individual facility."
Recent telephone bills indicate several licensed facilities are using the HPN phone for purposes other than official government business for which it is providede These licensees will be contacted under separate correspondence.
This letter is for your information and to remind you of this requirement, It is requested that you review the adequacy of the controls and procedura implemented At year facilit3/ to ensure only government authorized use of the HPN.
