.cs ATTACHMENT I VIOLATION The OCNGS Technical Specifications, paragraph 6.8.2 in part:

"Each procedure... shall be reviewed... and approved... prior to implementation and periodically as specified in the Administrative Procedures."

The OCNGS Station Procedure - 107, paragraph 3.3.4 requires:

" Review shall be performed at least once every two years..."

Contrary to the above, as of July 2,1987, sixteen Operations Engineering Procedures, five Mechanical Engineering Procedures, three Fire Protection Procedures,and twenty-one Maintenance, Construction and Facility Department Procedures were not reviewed within the required two year period and were overdue since December 1986.

RESPONSE TO VIOLATION GPU Nuclear concurs with the violation as stated.

1)

Corrective steps which have been taken and results achieved, a.

All responsible reviewing department heads have been informed of the violation.

The need to meet procedure review responsibilities has been re-emphasized.

b.

The listing of overdue procedures which had been issued monthly, is now being issued weekly.

The listing is sent directly to personnel responsible for the procedures.

c.

Overdue procedures have been declared invalid.

Responsible Reviewing Department heads have been notified to promptly review these procedures and not use them until they have been reviewed.

Tne Document Control Center has been notified not to issue any of the invalidated procedures until they have been reviewed.

d.

The list of procedures overdue for review has been reduced to 9 as of Adgust 27, 1987.

Three of these procedures were overdue prior to the month of August 1987.

Only one of these three was overdue prior to January 1987.

This procedure has been determined to need extensive revision prior to re-use. As it is a hydrotest procedure, it will not be needed until the next refueling outage, presently scheduled for the third quarter of 1988.

The procedure review is in progress and scheduled for completion by September 14, 1987.

a.

The listing.of overdue procedures will be issued weekly until the backlog identified in this violation is eliminated, b.

Reviewers will be provided with a "look-ahead" schedule on a periodic basis, c.

Management will'be informed when procedure review requirements are not met.

3)

Date when full compliance will be' achieved.

Full compliance with the two-year review requirement for those-procedures -identified in the Notice of Violation will be achieved with the completion of the hydrotest procedure review, presently projected for September 14, 1987.
