Gentlemen:

This refers to the special safety inspection conducted by Mr. B. H. Little

of this office on August 12 through 21, 1987, of activities at Callaway Plant,

Unit 1, authorized by NRC Operating License No. NPF-30 and to the discussion

of our findings with Mr. J. D. Blosser and others of your staff at the .

conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination _of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Notice. This violation appears

to be a result of inadequate reviews of surveillance ~ instructions for unreviewed

safety questions as required by 10 CFR 50.59. While the effect on the safety

of the unit was low due to the very short duration of the violation the

significance of. this is increased by the failure of subsequent reviews of a-

surveillance procedure to identify an unreviewed safety question. A written

response is required and in your response you should document your determina-

tion of the cause for the inadequacy of-your reviews and the corrective l

actions taken.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of l

this letter, the enclosures, and your response to this letter will be placed '

in the NRC Public Document Room.

We will gladly discuss any questions you have concerning this inspection.
