SUBJECT:
REQUEST FOR INTERPRETATION OF TECHNICAL SPECIFICATION ON SNUBBERS AS IT APPLIES TO SNUBBER SURVEILLANCE ACTIVITIES

In a memorandum dated March 17, 1986, Mr. A. F. Gibson requested from NRR an interpretation on the applicability of the snubber Technical Specification when l
a snubber is found damaged or otherwise inoperable.
In the enclosed letter from M. L. Jordan to G. C. Wright dated February 28, 1986 the question of Technical Specification applicability when a snubber is removed for surveillance testing is raised.
Specifically the February 28, 1986 letter generated three questions:
1.
When a snubber is removed from a system for testing / surveillance purposes what, if any, portion of the station Technical Specifications on snubbers or the system apply?
2.
How many snubbers may be removed, at one time, for testing or surveillance activities without effecting system " operability?"
3.
May the number of snubbers detennined in "2" above be removed from multiple systems simultaneously?
For each of the questions it should be assumed that the licensee neither has nor is willing to perfonn a specific seismic analysis before removing the snubber (s)fromservice.
We could appreciated an early response and if consideration is being given to Mr. Gibson's suggestion of an information notice that your clarification / interpretation in regard to this letter be included.
