REQUEST FOR FURTHER DISTRIBUTION OF COMANCHE PEAK REVIEW GROUP REPORT (CPRG)

As you are aware, the CPRG Report has been distributed to only a limited group principally consisting of those staff who were involved in its preparation and to the Commission.

The Commission has directed that certain actions be taken in regard to further review of the report. The actions require further distribution of the CPRG Report. Those actions do not address any issues related to personnel, but require technical and regulatory review of various aspects of the report in s

order to assure that the Comanche Peak Nuclear Power Plant is in full compliance with NRC Regulations, and to assure that issues which may have generic implication for Nuclear Power plants or our regulatory regime are properly addressed.

We believe that these actions can be taken without jeopardizing any wrong doing investigation that might ensue from DOJ's review of the OIA report on Comanche Peak. Further distribution of the report would be limited to the 3 major NRC Headquarter Offices involved - Office of Administration and Resource Management, Office of Nuclear Reactor Regulation and Office of Special Projects. Region IV, DIA and public distribution could await a final decision by D0J on the release of the OIA report.

Since you are the NRC liason with D0J regarding the Comanche Peak matter, we would appreciate your requesting their approval for the limited release described above.
