Organizational Changes Gentlemen:

South-Carolina Electric & Gas Company (SCE&G) hereby requests a revision to the Technical Spec'fications. The proposed revision to Section 6.0 (Attachment II) reflects organizational changes which have been previously discussed and for which NRC approval was granted in telephone discussions with the Project Directorate and Region II on December 21, 1987.

For Personnel and Accounting purposes the changes will become effective January 1, 1988 and the reorganization will become functionally effective January 28, 1988.

This submittal is not intended to supercede the request made on July 8,1987, to delete the organizational charts from the Technical Specifications. The l

deletion of the organizational charts is still considered an improvement to the Technical Specifications which eliminates the needless expenditure of both NRC and utility resources.

i Attachment I provides the Safety Hazards Consideration pursuant to 10CFR50.91(a)(1). This request has been reviewed and approved by the Plant Safety Review Committee and the Nuclear Safety Review Committee. A check in the amount of one hundred fifty dollars ($150.00) is enclosed for processing this change.

SAFETY HAZARDS CONSIDERATION The Commission has provided standards in 10CFR50.92(c) for determining whether a significant hazards consideration exists. A proposed amendment to an operating license for a facility involves a significant hazards consideratics if operation of the facility in accordance with the proposed amendment would not:

(1) involve a significant increase in the probability or consequences of an accident previously evaluated; (2) create the possibility of a new or differerct kind of accident from any accident previously evaluated; or (3) involve a significant reduction in a margin of safety.

The proposed amendment does nct involve a significant increase in the probability or consequences of an accident previously evaluated because the reorganization does not affect plant operation in any manner.

2.

The preposed amendment does not create the possibility of a new or j

different kind'of accident than previously evaluated because the proposed change is administrative in nature and no physical alterations of plant configuration or changes to setpoints or operating parameters are proposed.

3.

The proposed amendment does not involve a significant reduction in a margin of safety. Through SCE&G's Quality Assurance programs and

efforts to maintain only the most qualified personnel in positions of responsibility, it is assured that safety functions performed by 1

personnel within the Nuclear Operations Division will continue to be performed at a high level of competence.

i Based on the above reasoning, SCE&G has determined that the proposed

amendment does not involve a significant hazards consideration.
