Safeguards Regulatory Effectiveness Review at the Peach Bottom Atomic Power Station, Units 2 and 3 As indicated in T. T. Martin's letter of December 30, 1986, a Regulatory Effectiveness Review (RER) will be conducted at the Peach Bottom Atomic Power Station, Units 2 and 3 during the period of September 28 through October 2, 1987.

The primary purposes of the review program are to evaluate the overall effec-tiveness of the Peach Bottom Atomic Power Station safeguards program and to determine whether existing safeguards regulations yield the level of protection intended by the NRC.

The review supports the NRC's quality assurance program for safeguards, both as it applies to the Peach Bottom Atomic Power Station security system and to NRC's regulations.

The review will complement, but will be independent of, the licensing and inspection functions.

The review at Peach Bottom Atomic Power Station will be conducted by a team with representatives from the NRC's Office of Nuclear Reactor Regulation (NRR), NRC Region I, Sandia Laboratories and U.S. Army Special Forces personnel from Fort Bragg, North Carolina.

The review team will be comprised of two groups. One group will review safeguards for the facility from the perspective of an insider, while the other will review it through the eyes of an external adversary group.

The overall plan for the conduct of this review will be discussed at an entrance briefing on September 28, 1987.

You may wish to have a representa-tive of your corporate staff present during this briefing as it will provide an ove, view of the team's objectives and anticipated activities during the review. Any questions that you may have concerning the team's review tech-niques or other matters should be addressed at that time.

For the remainder of the first day, the team would like to have a plant orientation tour, with emphasis on safeguards areas and systems, and begin the examination of plant vital 3reas. The second through fourth days will be dedicated to completing the review of vital areas and components, and reviewing the security force, access control system, and physical security systems.

The last (fifth) day is reserved for any activities the team has been unable to accomplish earlier in the week and for a briefing of plant and corporate personnel on the prelim-inary results of the review.
