Gentlemen:
This refers to the special security inspection conducted by Mr. B. Drouin of
this office from April 1 to May 26, 1987, to review allegations concerning the
administration of the Illinois Power Company's Fitness For Duty program at
Clinton Power Station and to our discussions with Mr. P. Lancaster at the
conclusion of the inspection on May 26, 1987.

The enclosed copy of our inspection report identifies those areas of the
Fitness For Duty program that were examined in response to specific
allegations received in a March 26, 1987 letter to the Region III office.
The
inspection consisted of a selective examination of applicable procedures and
j
representative records, and interviews with personnel.

We found the allegations to be unsubstantiated based on the results of our
i
inspection.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC
Public Document Room.
