Thank you for your letter dated October 5, 1987, informing us of the steps you have taken to correct the violations which we brought to ycur attention in our letter dated September 8,1W7. We have received your response and find it to be acceptable for Violatun I.

Regarding Violation II, additional information is requested in order that we may reach a conclusion concerning the adequacy of your corrective actions.

It is our position that your.startup physics testing program should detect -

l discrepancies in actual power versus indicated power accurately throughout heatup and ascension to 100 percent power. Your response does not address <!

your assessment of the frequency with which such measurements are 'taken.

Further, your response did not address why the. calculated leakage was inaccurate and what steps you have taken to preclude the same error during the next startup from refueling.

With regard to Violation III, we agree that this was not an appropriate violation, and we are withdrawing it from our records.. We remain concerned, however, with the impact of personnei errors that occur at substations on the nuclear plant and related-safety systems. Your letter describes corrective actions you are taking to prevent recurrence of similar events. Howuer, as our staffs have agreed, we will discuss your assessment of the loss of off site power events with you during the January 7,1988 meeting at the i Region III Office.

We appreciate your cooperation in resolving these matters and we will gladly  !

discuss any questions you may have in this regard. -)
