RIVER BEND STATION, UNIT 1 HYDR 0 GEN CONTROL SYSTEM FINAL ANALYSIS REQUIRED BY 10 CFR 50.44 The Commission's rule for control of hydrogen gas that may be generated following a postulated loss-of-coolant accident (10 CFR 50.44) requires that each licensee with a BWR Mark III containment submit an analysis of its hydrogen control system on a final schedule to be established by the NRC staff.

The purpose of this letter is to provide guidance on an acceptable scope and schedule of the hydrogen control final analysis for River Bend Station.

The scope of the hydrogen control analysis is specified in Paragraph (c)(3)(vi)(B) of 10 CFR 50.44.

The analysis must provide an evaluation of the consequences of hydrogen released from a degraded core accident, include the recovery period, use postulated accidents accepted by the NRC staff, support the design of the hydrogen control system, show that containment structural integrity is maintained and demonstrate survivability of systems and components necessary to establish and maintain safe shutdown and containment integrity.

The Hydrogen Control Owners Group (HC0G), which consists of the owners of the four domestic BWR 6 Mark III plants, is performing generic analyses and tests of hydrogen control in a quarter scale test facility to support the plant-specific analyses for the four plants.

which provided much of the information required by the rule.

The remainder of the generic information is scheduled to be submitted in September 1987.

Each licensee should provide a plant-specific analysis which will address the elements specified in 10 CFR 50.44(c)(3)(vi)(B).

The HC0G topical report, or I

portions thereof, may be referenced where appropriate, but the plant-specific report should provide the information needed to demonstrate the acceptability of the hydrogen control system for River Bend Station.

The NRC staff is presently reviewing Topical Report HGN-112 and associated generic information.

As a part of its review, the staff will evaluate plant-specific considerations.

The staff's generic safety evaluation report (SER) is currently scheduled for completion in December 1987.

Plant-specific reports should be submitted within 6 months of the issuance date of the staff's generic SER, taking into consideration SER recommendations regarding information to be included in the plant-specific reports.

In addition GSUC should have benefit of the staff SER while finalizing your safety analysis plart-specific implementation of hydrogen control.

Accordingly, you are requested to submit within 30 days after receipt of this letter, a proposed outline and revised schedule for the River Bend Station hydrogen control system final analysis submittal required by 10 CFR 50.44.

Submittal of the report within 6 months of the date of the NRC staff's generic SER would be an acceptable schedule.

The outline of the report should indicate

.the depth of treatment of the topics.to be included.
