SUBJECT:

DOCKET NOS. 50-348 AND 50-364 During the past four years, NRC has had a contract with the Boise Interagency Fire Center (BIFC) to establish / evaluate emergency communications.

These evaluations include plans for minimizing the time required for the deployment of NRC radio equipment cnd/or BIFC radio equipment as well as augmenting response personnel in the event of an emergency or during an exercise.

BIFC personnel have conducted site Radio Frequency Interference (RFI),

Electromagnetic Interference (EMI) and radio equipment placement surveys at your site. These surveys provide guidance on the installation and use of radio conmunications during an emergency condition at e reactor site.

BIFC Survey findings and recorrmendations for your site are enclosed.

Region 11 requests your assistance in estimating the cost of implementing these recommendations.

Based on the cost estimates gathered, Region II may request i

licensee installation of these systems in the near future.

ENCLOSURE EMERGENCY COMMUNICATION SYSTEM FOR FARLEY NRC Regional and National Radio Support Cache Equipment Install two twin lead, direct current, control circuits from the NRC area in the E0F to the outside/ roof of the building. Both ends of the control circuits should be terminated with WE-742 wire junctions ar.d labeled for NRC emergency-use only.

The outside termination should be housed in a waterproof container to protect it from the elements. The exact placement of these terminal blocks are to be determined by the licensee.

The wire for the control circuits should i

be at least equal in quality and size to those installed by a telephone company for voice quality telephone circuits.
