Subject: Inspection Report No. 50-213/87-10

This refers to the special, safety inspection conducted by Mr. J. Prell of this

office and Office of Nuclear Reactor Regulation personnel and consultants on

April 13-17, 1987, of activities authorized by NRC License No. DPR-61 and to

the discussions of our findings held by Mr. Prell with Mr. D. Miller Jr. of

your staff at the conclusion of the inspection.

Areas examined during this inspection are -described in the NRC Region I l

Inspection Report which is enclosed with this letter. Within these areas, the

inspection consisted of selective examinations of procedures and representative

records, interviews with personnel, and observations by the inspector.

Within the scope of this inspection, no violations were observed. However, one

activity appears to be a deviation from a Connecticut Yankee Atomic Power

Company (CYAPCO) commitment to adhere to the emergency operating Procedures

Generation Package (PGP) in developing your emergency operating procedures

(EOPs). As a result of failing to follow the writers guide portion of the PGP,

numerous inconsistencies with the PGP were found in procedural steps of the

E0Ps. Many of these inconsistencies resulted in the E0Ps not clearly stating

what actions were being required of the operators. You are requested to

respond to this letter within 30 days of receipt. In preparing your response

you should follow the instructions contained in Appendix A.
