1 ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket Nos. 50-424 and 50-425 Plant Vogtle, Unit 1 License Nos. NPF-61 and CPPR-109 During the Nuclear Regulatory Commission (NRC) inspection conducted on May 18-22, 1987, a violation of NRC requirements was identified. The violation involved operator error in failing to follow procedures resulting in the uncontrolled release of a portion of the contents of a waste gas decay tank to the atmosphere.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the l

violation is listed below:

Technical Specification 6.7.1 requires the establishment, implementation and maintenance of written procedures for the control of releases of radioactive materials to the environment.

Nuclear Operations Procedure 13201-01 " Gaseous Releases," in Step 4.1.4, requires the closure and tagging, with independent verification, of certain valves, including Valve No. 1-1902-U4-073.

controlled release of gases from Waste Gas Decay Tank 4, resulting in the inadvertent release to the environment of radioactive gases from Waste Gas Decay Tank 2.

This is a Severity Level IV violation (Supplement IV).

l Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including:

(1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved. (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
