This refers to the inspection conducted by Mr. H. Chaney of this office during

the. period August 17-21, 1987, of.the activities authorized by NRC Operating

License NPF-38 for Waterford Steam Electric Station, linit 3, and to the

!

discussion of our findings with Mr. R. P. Barkhurst and other members of your

d

staff at the conclusion of the inspection.

Areas examined during the inspection involved the liquid and gaseous

radioactive waste programs. Within these areas, the inspection consisted of

selective examination of procedures and representative records, interviews with

personnel, and observations by the NRC inspector. The inspection findings are

documented in the enclosed inspection report.

Within the scope of the inspection, no violations or deviations were

identified. LHowever, we are concerned'about the amount of time the liquid and

' ,

gaseous radioactive effluent and process monitors have been out-of-service.

Accordingly, you are requested to respond, in writing, within 30 days of the

date of this letter, outlining steps taken to ensure the systems are maintained

operational. Your response should address the root causes of the problems

along with short and long term corrective actions to improve the reliability of

the systems.-

One' unresolved item is identified in paragraph 3 of the enclosed inspection

report.

The response directed by this letter is not subject to the clearance procedures

of the Office of Management and Budget as required by the Paperwork Reduction

Act of 1980, PL 96-511.

discuss them with you.-
