Gentlemen:
This refers to the inspection conducted by Mr. R. A. Caldwell of this office
during the period of October 26-29, 1987, of activities authorized by NRC
Operating License DPR-46 for the Cooper Nuclear Station, and to the discussion
of our findings with Mr. G. R. Horn and other members of your staff at the
conclusion of the inspection.
Areas examined during the inspection included access control
personnel;
locks, keys, and combinations; communications; detection aids - vital area; and
alarm stations.
Within these areas, the inspection consisted of selective
examination of procedures and representative records, interviews with
personnel, and observations by the NRC inspector.
The inspection findings are
documented in the enclosed inspection report.
During this inspection, it was found that certain of your activities appeared
to be in violation of NRC requirements.
As discussed in our telephone
conversation on December 23, 1987, with your staff, we agreed to schedule an
enforcement conference in the near future to discuss your understanding of
these apparent violations, the reasons for occurrence, and your corrective
actions.
We will also discuss the enforcement policy with you at that
conference.
We have also examined actions you have taken with regard to previously
identified inspection findings. The status of these items is identified in
paragraph 2 of the enclosed report.
The material enclosed herewith contains Safeguards Information as defined by
10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited
by Section 147 of the Atomic Energy Act of 1954, as amended.
Therefore, the
material, with the exception of the report ccver page which is an inspection
summary, will ng be placed in the Public Document Room.
