OPERATOR LICENSE EXAMINATION REPORT OL-87-02 l

l On May 12,1987,. NRC administered Reactor Operator and Senior Reactor Operator Written and Operating Examinations to employees of your company

, who had applied for a license to operate your South Texas Project, Unit One

! facility. The examination keys were given to members of the training' staff l upon completion of the written examination. Candidate' generic weaknesses were reviewed with the training staff at the end of the second week of examinations. No exit meeting was held the first week.

Some of the candidates were given loss of core cooling casualty scenarios with the plant in a cold shutdown condition (mode 5). The ability of the candidates to respond to-'these casualties was poor. Please see Section 3.c.

of the enclosed report. Similar operator weakness was observed during the January 1987 operating examinations and reported in' Examination Report 50-498/0L 87-01, dated 2/19/87. The performance of operators on the recent examinations in this area indicate no_ apparent increased training emphasis on mitigating casualties that occur outside the perceived scope of the Emergency Response Guidelines (i.e., modes 4, 5, & 6). Recent events at an operating facility have indicated that loss' of shutdown cooling while in modes 5 or 6 is possible and have underlined the need for operators to be '

prepared to recognize and deal with such events. We recommend that'this area of training be incorporated into the initial license and requalification '

training programs as discussed in the enclosed report.
