Review of' Peach Bottom Commitment to Excellence Action Plan L
On August 26, 1987, we met.with you in Bethesda -Maryland to discuss your.
Commitment to Excellence Action Plan and our questions on the-plan which were.
forwarded to you by our August 28, 1987 letter.
The purpose of-the meeting was to obtain a clear understanding of how the actions you propose. to complete-prior to the restart of tne Peach Bottom plants will! address and correct the root causes of the problem which resulted in the shutdown order.of March 31, 1987.
As a result of our meeting, it is not clear to us that you have fully examined:
the potential root causes of the problems ~to insure that those actions.iden-tified by your plan are comprehensive.
In addition' you should provide a clear nexus between the root causes, the criteria for categorizing plan,_and the assurance that completion of Category 1 tasks w.the tasks.in the ill fully address the root causes ~and correct the problems prior to restart. - The need for such an explanation' was particularly evident when you were unable to provide a con-vincing basis to establish that the tasks identified in questions 1-1.L1-2, 1-3,1-5,.1-6 and 1-10 of our August 24 request for additional information, should not be completed prior to restart.
Our August 26, 1987 meeting was the first in a series of meetings between your staff and our Peach Bottom Restart Review Panel'necessary for the NRC to fully.
understand and assess the adequacy of your plan. We expect that the next meeting with the panel will be at the Peach Bottom site to discuss the results-of our review of your response to our August 24, 1987 requests for additional information,-and the additional requests which are attached to this letter..
