This refers to the Systematic Assessment of Licensee Performance (SALP) Board
Report of Fort St. Vrain Nuclear Generating Station. The SALP Board met on
'
June 11, 1987, to evaluate the performance of the subject facility for the
period May 7,1986, through April 30, 1987. The performance analyses and
resulting evaluations are documented in the enclosed SALP Board Report.
The performance of your facility was evaluated in the selected functional areas
i@ntified in Section IV of the enclosed SALP Board Report. Overall, we find
tha; your performance has significantly improved during this assessment period.
Five of the six areas rated low last year improved sufficiently to change the
category assigned. These five areas were maintenance, security, outages,
quality assurance and licensing. We noted that emergency preparedness, the
functional area which was previously assessed to be Category 3, also improved;

however, the fact that an emergency exercise was not conducted in the latter
part of the assessment period kept you from demonstrating fully the scope and
depth of improvements. Additionally, we noted that the improving trend in plant
operations was sustained throughout this period. We belleve that your virtually
universal improvement is the result of strong and dedicated management.
During a telephone conversation with Mr. L. Brey, of your staff, on June 29,
1987, a meeting between the Nudear Regulatory Commission staff and Public
Service Company of Colorado staff was scheduled for August 4, 1987, at the
Fort St. Vrain site to discua; the sal.P Board Report.
