Attention:

Mr. G.C. Andognini

Chief Executive Officer, Nuclear

Gentlemen:

. Subject:

NRC Security Inspection - Rancho Seco

This letter refers to the routine, safeguards inspection of your activities at

Rancho Seco Nuclear Generating Station authorized under NRC license No. DPR-54

conducted by Mr. D. Schaefer of this office on June 5-12, 1987.

It also

refers to the discussion of the preliminary inspection findings held by the

inspectors with Mr. George Coward, Assistant General Manager, Technical and

Administrative Services, Rancho Seco, and members of the Rancho Seco and SMUD

staffs on June 12, 1987.

Areas examined during this inspection included activities related to physical

protection as described in the enclosed inspection report. Within these

areas, the inspection consisted of selective examinations of procedures and

representative records, interviews with facility and contractor personnel, and

observations by the inspectors.

Within the scope of the inspection, no violations were observed.

However,

during this inspection, we identified a weakness in the operation of your

access control program (see paragraph 8 of the enclosed inspection report),

which could directly lead to a future violation.

Please provide us, within 30

days of the date of this letter, a description of your measures to correct

this weakness.
