This refers to the routine resident safety inspection conducted by Mr. W. J. Raymond
l
of this office on April 7 - June 1, 1987, at the Vermont Yankee Nuclear Power Sta-
l
tion, Vernon, Vermont.
The inspection consisted of observation of activities, in-
terviews with personnel and document reviews.
The results of the inspection are
described in the NRC Region I Inspection Report enclosed with this letter and were
discussed with Mr. J. P. Pelletier of your staff at the conclusion of the inspec-
l
tion.
Our inspector also reviewed the corrective actions taken in response to the Notice
i
of Violation enclosed with our letter to you dated April 10, 1987, concerning the
!
failure to control maintenance activities associated with the toxic gas monitoring
system on Feoruary 17, 1987.
We have no further questions regarding your actions
at this time.
Within the scope of this inspection, no violations were identified by NRC inspec-
tors.
A licensee-identified violation of your plant administrative procedures, noted dur-
l
ing the inspection but not cited, is discussed in the enclosed inspection report.

It involves the discovery of contaminated tools outside the radiation controlled
J
area.
Our concerns with control of low levels of radioactivity were addressed in
my letter to you dated April 10, 1987.
The specific incident noted in the enclosed
report did not create a significant hazard or safety concern and no regulatory
)
limits were exceeded.
Nonetheless, we are concerned about the recurrence of loss
of control over low level radioactive materials
Our inspectors will review your
corrective actions to assure they are effective to prevent recurrence.
Addition-
ally, please contact this office by telephone within 30 days of receipt of this
letter to schedule a meeting for our technical staffs to discuss your plans to
improve control over the release of equipment from the radiation control and re-
stricted areas.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice", a copy of this
letter and the enclosure will be placed in the NRC Public Document Room.
