Rancho Seco We _have been advised by PG&E that they have, by letter to the SMUD Board,

offered to buy the p w er district and its facilities. We understand that they have indicai.ed that the capacity of Rancho Seco would not be needed until the 1990's. As a result they would cease restart efforts and initiate Gither long term layup or decommissioning.

Babcock & Wilcox (B&W) Commercial Nuclear Fuel Plant (CNFP) l 1

On September 3, 1987, representatives from NMSS's Fuel Cycle Safety Branch and l

OGC met with representatives from B&W to discuss the merger of the CNFP with a corporation owned by French companies, (Cogema, framatome, and Uranium Pechiney). The topics of discussion included organizational changes, security l

measures, and licensing guidance.

Change in the Department of Energy's Advance Notification Procedure,s,

i By letter dated September 2, 1987, DOE has advised NRC of a revision in DOE l

procedures for notifying States of unclassified shipments of spent nuclear fuel and high-level waste.

Basically, DOE will now provide a 7-day i

prenotification of such shipments to States along the shipping routes.

The new DOE procedure is consistent with NRC requirements for commercial i

shipmcnts, and became effective on August 1, 1987, i

Incident at Calder Hall Nuclear Power, Station, UK

i The UK Nuclear Installations Inspectorate notified GPA/IP of an fnifdent at Calder Hall NPS. On September 4, a 1/4 inch (6 mm) pipe leading to a pressure gauge monitoring duct cutict fractured in the Calder Hall '

reactor 4 blower house., Approximately 800 pounds (350 kg) of inactive

carbon dioxide reactor coolant ges;was released over a period of.

3 80 minutes. A dozen spots of contamination up to a maximum of 600 cps j

were cleaned up the.same day. All other.similar pipes at Calder Hall have been isolated pending the outcome of an investigation by British-Nuclear Fuels.

The Director and Deputy Director of the Office of Special Projects (OSP) and members of the OSP staff were in Knoxville, TN September 10 to meet with i

Tennessee Valley Authority (TVA) regarding the cable testing issue.

TVA has identified a potential generic problem with silicon rubber cable and has submitted a Part 21 Report. OSP is coordinating the matter with NRR. An exit meeting is being held Saptember 11 in Knoxville to brief TVA on the findings of the Integrated Design Inspection.

Modular Vault Dry Store design.

Most comments were tentatively resolved.

, Low-Level Waste Oisposal EPA /00E/NRC Meeting on Applicable or Relevant and Appropriate Requirements

(ARARs) for Low-level Radioactive Waste Sites Representatives from a variety of organizational groups at EPA, NRC, and DOE held an information exchange meeting on September 3, 1987.

The meeting was chaired by EPA Superfund enforcement staff and was held at DOE's request.

The Kentucky owned and licensed low-level waste site at Maxey Flats and a number of other sites containing radioactive materials are being remediated under

)

Superfund.

EPA explained the process they fellow under Superfund and the role 1

of other federal and state regulatior.; and guidance.

EPA's decisions are site I

specific but must consider all applicable or relevant and appropriate requirements.

NRC staff outlined the Agency's role, regulations, and existing guidance. The staff was asked to document the list of existing and potential NRC regulatory guidance.

In addition, international guidance was discussed.

EPA Superfund staff will recommend that EPA guidance documents being developed include a comprehensive discussion of radiological requirements and guidance which would include contributions from NRC, DOE, and EPA's Office of Radiation Programs.

No additional meetings are planned.

General EPA /NRC Interface Council Meeting On September 3, 1987, NRC staff met with EPA representatives on the EPA /NRC Interface Council to discuss a variety of topics of mutual interest.

These topics included h~tC participation on the National and Regional Response Teams, joint NRC/ EPA inspections of NRC-licensed facilities, interactions on uranium l

mill tailings regulations and guidance, interagency exchange of predecisional information, coordination of NRC and EPA research programs, the United Nations Environmental Program, and action items identified at the last meeting of the Council.

The next meeting is tentatively scheduled for November 5.

I area) were issued on August 6, 1987 to the four Category I fuel facilities licensees (NFS, B&W, UNC, GA).

It was confirmed by telephone that as of f

September 9, 1987, the comparability measure on the use of armed guards at MAA l

portals has been fully implemented at all four facilities as required by the l

license conditions.

The other two near-term measures (night firing and 100%

1 search) are required to be fully implemented by January 10, 1988 and August 9, 1988 respectively.

DOE Advisory I

On September 8, 1987, the Department of Energy released a threat advisory to all energy production facilities indicating no change from the advisory issued i

in July.

Coordination between DOE and NRC prior to issuance was accomplished in accordance with mechanisms instituted after the DOE July advisory.

Coordination prior to release enabled us to notify our Regions, NRR, IGA (PA0) and the Operations Center before the advisory was sent.

On Friday H. Faulkner, GPA/IP, attended a meeting hosted by the-I Department of Defense where representatives of NUS Corporation discussed the scope of nuclear services planned to be; offered by NUS to_ potential customers in Eastern Bloc countries.

On Friday, September 4, Mr. B. P. Hageman, Chairman of a Dutch government-convened committee on high-level nuclear waste disposal,. met with NMSS staff to discuss regulatory ar.d licensing issues related to nuclear waste management.

On Tuesday and Wednesday Ms. Kirsten Dahlgren and Ms. Irene Blom of Sweden's Nuclear Power Inspectorate met with AEOD to discuss various-aspects of human performance data collection.and analysis.

On Wednesday Mr. Kazuhiko Tsuji, Member of the House -of Representatives.
