OPERATION OF McGUIRE SERVICE WATER SYSTEM IN THE UNIT  !

SHARING MODE I By memoranda of September 9 and October 23, 1086, you asked if operation of the McGuire Nuclear Service Water (RN) System in the unit cross-over mode, as octurred in October 1985, represented an unreviewed safety question.

It is somewhat indetenninate as to whether this cross-conn (ct mode was reviewed i by the NRC prior to licensing. (The hRC technical reviewer of the Auxiliary i Systems Branch that reviewed the McGuire RN System prior to licensing is no longer l with the NRC, our SER does not mention unit cross-connect, and we find no licensinc,  !

correspondence regarding unit cross-connect)~ ~ FSAR Section 9.2.2 and its flow  !

diagrams, prior to licensing, did describe a RN system with unit cross over )

lines in the pump discharge header with locked-closed valves and stated that the RN pump discharge header cross over valves were provided so as to "give the system added flexibility to operate should more than one malfunction occur."

)

Nevertheless, and more importantly, Technical Specifications 3/4.7.4 remains un-changed since licensing and requires that two independent nuclear service water loops shall be operable. This specification applies separately to each McGuire unit.

l l'pon learning that the facility had been placed in the unit cross-connect mede, the NRC staff did review the licensee's 50.59 analysis on October 8,1985.

The review indicated that under the conditions stated in that report, such operation posed no significant safety problems. However, the review also indicated that this approach does not satisfy the ASME Ccde,Section XI, IWP 3230. (The  !

i licensee was using the 50.59 analysis to justify the system operable, whereas I IWP 3230 is based upon individual comoonent function). i I

Accordingly, on October 10, 1985, Fr. T. Novak advised Mr. R. Walker that the l

licensee's 50.59 approach was inconsistent with the Code, and hence with TS 4.0.5. '

Thereafter, P,r. kalker advised the licensee that the 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> action statement of TS 3.7.4 was reinstated. )
