This is to acknowledge receipt of your letter dated June 10, 1987, which transmitted the February 1987 revision to the Zion Annex to the Generating Stations Emergency Plan. My staff has also received your June 5,1987 letter which transmitted an updated assessment of the evacuation time estimates for the Zion Station's 10-mile Emergency Planning Zone (EPZ), These revised estimates were already incorporated in the aforementioned revision to the Zion Annex.

We have completed our review of Revision 6 to the Zion Annex, and have had the updated evacuation time estimate study evaluated by a qualified contractor.

With the exception of the methodology utilized to obtain the revised evacuation time estimates, we have determined that Revision 6 to the Zion Annex is consistent with the requirements of 10 CFR 50.54(q) and does not decrea,e the effectiveness of the emergency plan.

We recognize that the revised evacuation time estimates appear more reasonable and realistic than those resulting from your 1980 and 1981 studies.

However, we are concerned that the methodology employed to obtain the significantly revised estimates is not consistent with the current guidance in NUREG-0654, Revision 1.

For example, the methodology associated with the revised estimates does not adequately take into account actual roadway configurations and population distributions within the Zion EPZ. We are willing to approve your interim use of the revised evacuation time estimates under the condition that you can verify their reasonableness by completing an evacuation time estimate study for the Zion EPZ per the guidance in NUREG-0654, Revision 1.

We believe that January 31, 1988, is an appropriate deadline for our receiving the new study.

Be advised that 10 CFR 50.54(q) requires prior NRC approval of any changes to your plan which may decrease the effectiveness of the plan. However, if your safety review assures no decrease in emergency preparedness effectiveness, then changes to the plan may be made and implemented without prior NRC approval in accordance with 10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR 50. Appendix E,Section V.
